Steffy, chicks can wait about a day, even two, before eating, but as soon as they are all dry you can offer some chick food on a dish, for both the chicks and the mother. Water is offered in a chick safe waterer. It should be placed near the mother so she can drink, then moved away so the chicks don't fall in and catch a chill.

Well, I have already put chick starter and water in the cage. Are your chicks under a hen or in an incubator?
If they're under the hen, she will teach them.
If in an incubator, I don't know. You'll have to get that info from someone more experienced then I am.

So that little dark chick must be an Americauna because I just found the hen had kicked this shell out of the nest.

I was surprised at how THICK the membrane is. Like leather, really!
