Pekin Bantam - 7 weeks

I would love some help with my lavender pekin bantam (Bluey). I have pictures of 4 weeks old and 7 weeks old. My other Pekin Bantam cockerels were really clear by four weeks. This one I am not so sure on. To date she has not showed any roo like behaivour. But she is getting quite red in the face.

At 7 weeks, I would expect to see more red as well as more comb, and there is little to no wattle development. I agree with the others--pullet!

Looks like a pullet to me. If its a cockerel its really slow developing.
