We have three Pekins, and I've not seen them get so much as an inch off the ground, thus far, let alone 3 feet!
Our duck yard is fenced in with 24 inch fencing, and it keeps them in just fine, so I imagine that, like everyone else has said, you shouldn't have an issue with them getting over a three foot pool wall.
