can a person be held responsible for things like trash service and septic tank cleanings, just because they are listed on the deed, even though they do not own the property

I wouldn't trust legal advice on a chicken forum, but if the government is trying to extract money for services rendered that they can't collect from the owner, they tend to get it from whoever they can, under almost any pretense, on the theory that you won't challenge them in court, and if you do, the govt employes that run the court will likely regard them favorably.

Can you convince the actual owners to be more cooperative?

Wing, by my understanding there is more than one answer(and I'm no lawyer).....here goes, the main responsibility is the resident, whether that is the owner or tenant...if there is non-payment for trash removal service, the person who ordered the service is responsible....it the township/county is stepping in and ordering something....after a number of hearing and court stuff, trash removal would occur and the bill would be sent to the land owner...if the owner doesn't pay, the municipality would probably put a lean on the property....

In general, if your name is on the deed, you own it..there are certain circumstances where thats not 100%...there used to be a legal beagle on here named Baym.....hasn't been around in a while....

In-laws changed their ownership to a trust with their sons as (future) owners. We signed nothing. I'd have to see the way your deed is worded. Is it some sort of trust or life estate or what? Buyers don't sign the current active deed in PA, that I've seen. And I deal with deeds on a daily basis.
