Unfortunately, this sounds like Merek's disease to me. I could be wrong, but gradual parilization of the legs, while still wanting to eat and drink, in a point of lay pullet is usually how it reveals itself. I'm so sorry :(

I agree, now that I am reminded of this. I do remember reading/hearing about this before, but I couldn’t remember the name. So sorry.
 
If Merek’s Should I cull the whole flock and not keep chickens for about a year? Her sibling is fine as is the rest of the flock.

If it's truely merek's, you can keep your remaining flock but shouldn't sell/give away any or add to it. You can cull your pullet and have her tested by a state vet or lab. I'm not sure exactly where you would send her. I think @Blarneyeggs would know. I personally wouldn't cull the entire flock. Merek's can stay in the ground for several years i believe.
