Pepper seedlings

So I planted some peppers inside just before New Years. They were on a heat mat and then under lights after they sprouted.
They are the same size they were after a week. THey aren't developing true leaves. But they aren't dying. What gives?
What do I need to do.

They are watered, but not soggy. They are under a grow light.
 
room temp is probably around 66-68 as that's usually what the house is at.
Jalapeno, Serrano, Chinese and some other type that I can't think of off the top of my head.

I just don't recall them taking so long after they sprouted to grow their first true set of leaves.
 
What is your grow light set up? Is there any chance you can move them up on top of the fridge? It would be warmer there, but the light would have to go with them. What is your grow light? When I have seedlings under my shop lights (4' x 20W fluorescent) I have them close enough that the bulbs are almost touching the leaves.

What is the best medium to plant pepper seeds in for inside?
 
I buy a big bale of pro-mix. Love the stuff, and depending on how much planting I do, it will last 2 and perhaps 3 years. It's much cheaper than buying potting soil by the bag... if you have some place to store it. I think it may also be cheaper than mixing your own.
