IDK... A stroke? those facial symptoms can occur during a stroke, could also be a "migraine," with neuro symptoms. I'm not sure if horses get them, but anything is possible. These types of Migraines aren't really migraines, no headaches or anything just neuro symptoms like inability to move certain limbs, numbness, facial muscle weakness. Etc....
