I've seen very sick and dying cats who were treated with permethrin at doses appropriate for dogs, and some cats get sick at lower doses too.
Cats are special medically in several ways, and this is one of them.
Using permethrin in the coop and on chickens is safe for cats who aren't there at the time! Cats can safely enter the coop after it's all dry, like the day after spraying it.

Permethrin is toxic to bees also if the spray carries.

Any insecticide is toxic to bees, which is why only the coop and maybe covered run should be sprayed. Mites and lice will kill some chickens, so they must be treated for them.
