Permit in Nebraska

Hello all,
Has anyone gotten a chicken permit recently in Bellevue, Nebraska? I want to apply for a permit so that I can start a small flock in the Spring of 2018. The ordinance seems pretty straightforward except for the part about keeping hens solely for the purpose of livestock exhibition such as 4-H. I've included a screenshot of the exact wording, sorry it is sideways. I am an adult, not a child eligible to be in 4-H, so what do I do to comply with this rule? Please advise! Thanks!
 
Do you know any kids who might be interested in 4-h who could potentially 'borrow' a bird once in a blue moon?

Those aren't your birds, you're just holding them for a friend. ;)

Thanks for the suggestion, but I don't know anyone with children. I did wonder if entering a bird in the open class of the county fair would count though. That might actually be fun!
 
I would try for the "exhibition" part and tell them you're raising them for the fair (since it says "similar programs."

Thanks for the suggestion! I used your idea and found the APA. I have contacted the representative for NE to see if he knows if membership with them will fulfill the requirement. I haven't heard back yet, but I did see that the APA provides the awards for the Open Class poultry show at the NE state fair, so I believe I am on the right track. Also, they accept PayPal for membership dues so I will have an electronic receipt for proof of membership.
 
Were you successful in obtaining a permit? I'm new to Sarpy County and am looking to try and get a permit for raising chickens...
