permit to raise woods or mandarins?

I am just wondering, I know you need a license to sell wood ducks, but what are the rules just to keep as pets woods and mandarins? Does it vary state by state or is there a federal rule? I want to just raise them for fun and not sell but I want to know if I need to get something just to raise them.
 
Wood ducks are native to the US and are protected under the migratory bird act (federal). To be in posession of woodies (or their eggs) legally you must have the paperwork. Mandarins are not native to the US and therefore are not protected and no paperwork is needed.
 
The breeder that you get your woodies/eggs from should supply you with a permit/form to allow you to keep them, but the permit does not allow you to sell them, you would have to get a license to do that.

The Federal is a Waterfowl Sale and Disposal Permit...........last time it cost me $75 and it was good for 5 years. Here is the application:

As others said above, the Fed permit coincides with state laws..............I believe (don't quote me) your Utah permit is gonna run you around $110 and should also be good for 5 years. You can check with your Ogden Office at (801) 476-2740

couldnt have said it better myself, all except the wood ducks and mandarin kept as pet cause they arent productive?
Very few ever make a "pet" and they are the 2 most productive wild waterfowl kept in captivity.
Aside from that the permit parts are dead on.

It is questionable if they are still 'wild' waterfoul after being kept in captivity for so many generations. The word pet can also be confusing dogs and cats are pets except when they have gone feral. the whole area is a word splitters dream, sorry that I failed to meet your standards.
