Persisent Soft Shell Eggs

One of my girls has been consistently laying soft shell eggs. Not sure which one. i do mix oyster shell in with feed. i checked posts and it seems soft shell eggs aren't a sign of illness, but one post said it was ok as long as it doesn't continue. if this happens all the time, is it an indicator of a problem? or just that perhaps she is eating scratch but not enough feed mixed with oyster shell?
 
I would say calcium deficient. Most posts that I've read say to give them oyster shell or their own eggshells dried & ground up a bit. My 3 week old pullets luuuuuv eggshells.
