If you have an electric fence, and it is not keeping the foxes out, it is either not working properly, or the wires are not installed at the correct height. @Howard E is the electric fencing expert. Post a photo or description of your fence. You can check it with a meter, or do the old fashioned digital method which I use: stick your toe in the damp grass, and touch the fence.

Otherwise, unless you shut your birds in a secure coop, you can plan on loosing birds one or more at a time, until you have no more birds to loose. Also, beware, if the fox does not get his chicken tenders at night, he will be back in the day to get them.
 
All predators learn where free meals are and repeat, lock those chickens up at night. Dog's are good deterrents as well, they tinkle all over the area and it keeps most legged predators away. I have a poodle, and have never had a fox or coyote incident, but my neighbors have, and they don't have a dog. Hawks are my problem predators.

Might also be wise to lock them up for awhile, like a week, so the foxes learn the meal ain't free no more.
