I found out something interesting this morning. Apparently several years ago there was a man who was keeping a cougar. He would drive around town with the cougar in his car. When some people objected to the council, the council's reply was that "if an animal was welcome on the Ark it was welcome in New Carlisle!" I wonder if that could be used to make things legal......
