pheasant with twisting head

I have a 2 week old pheasant that keeps twisting his head and falling over. I feed 28% medicated gamebird, 95-100 degrees, water 2x daily, sanitize water jug 1 time daily. on chopped straw.

I raise pigion so i have many meds on hand but am not familiar with pheasant and sickness. or chick dosing. I lost one other several days ago with no signs at all. Alll the rest (35) look healthy.

Any help would be great.
