Philadelphia- is it legal? Who has them?

I am living in CT right now but will be moving to Philly with my husband in late September. We will have a yard (not a big one) and I REALLY want chickens! If it's illegal, I still want them, but it's a twin house and my neighbors will definitely know about it.

Any advice?
