I edited it to teaching Photoshop Elements 1-9, and Photoshop CS's, Little Blue uses a website so I'll just change it to Editing programs/websites.

Ok, Gradient, very simple. Just click the the gradient tool, then change it to the pattern to your favorite looking. And edit it to the colors you like.
