Pigeon colors and modifiers

This is a Janssen pigeon, fairly young, and I was wondering what his color/modifiers would be called. He/she has white flights, which I believe would come from a modifier? His/her mother is a blue bar, and his/her father is a blue bar with white specks around the eye and 2 white flights on each wing.

I think your pigeon is pied, since that usually causes white flights, but I’m just a beginner in pigeon genetics. @Amer?
