Most likely sick, injured or a juvenile. I'm betting that the eventual end result was not good for the pigeon.

is it possible any disorder at pigeons?? maybe any disorder??

Since the bird didn't even flinch, I'd venture to guess that the bird might be stunned from having collided with something (like a window - birds get killed that way all the time).
