Pine Shavings as Mulch?

The pine shavings are escaping the coop. Can I use pine shavings as Mulch or would they just blow away. I'm just getting started with trying deep litter.

they would just blow away, you could mix them with mulch

hmm, if wind gets in you coop it would blow the shavings out
