You can look for a manual push mower, those are cheaper. See if you have a yard sale type of facebook group for your neighborhood. We have one and people post both to get rid of things, and to look for things others need gone. I posted on ours looking for a push mower, and some lady was looking to get rid of hers, so she just gave it to me for like $10. Some stuff is even free. Those groups are great for cheap/free stuff, both finding and getting rid of things you no longer need. Like Craigslist, but in your neighborhood, and more convenient to use.
 
No way to rotate. I will plant the grass outside the run and harvest by hand. Maybe I can find a cheap lawn mower on Craigslist

If you plant the seeds in trays you can just dump the entire try of seedlings in with the chickens, a 50 pound sack of wheat feed is usually < $10 and lasts a long time. Plus you get more bang for your buck as the seeds grow up a few inches for free.

Another great idea, thanks! Grass seed in trays can't be too difficult, I might even be able to grow it indoors as fodder over the winter.
