I only did the inside with silicone, probably not the best, because I intended mine to be portable. If you did in and out, that would probably be best. I'd personally only do inside, simply because if water did get in between the outer and inner edges, you'd want it to easily get out, lest you end up with a rotting bottom! Well, it would here at least, but it drizzly about 200 days of the year.
