At what age should I let the chicks go outside in a run? They are about 1 1/2 weeks old now

As soon as possible, IMO. If the weather is nice, you can ensure safety and they have access to food/water/warmth, I think they'd love it.

Depends on many things.
What's the temp outside?
Can they get back into coop on their own?
Are there other birds involved?

They need to have shelter from the wind and sun....
.....and safe from predators, of course.
