I am soooo sorry for your loss. My prayers to you as well. I feel your pain. No matter what the dog owner may/may not do, it can't help with your pain and loss.
I am going to sound like a bad person here, and I am really sorry to say this. I am speaking from reality and experience with the same situation last winter. Once the dog has done this they will be back again and again unless you are able to do something to interfere. It would be nice if the rocksalt pop from a 12g always worked. In my case it didnt. I had called the dog warden and had proof of the feathers, dead bird etc. right up to the owners door step. The warden said all that he could do was issue me a 'lost livestock' report and have the owner pay for the bird. wow, $1.50. I did ask the dog warden for laws and regulations of what I am allowed to do if the dog returned.
The dog did, and I dispatched of it. No more dog, no more dead pets and heartache from losing my babies. I hated to do it, it broke my heart, but i had to protect what was mine. It stinks that dog owners are so irresponsable and that the dog has to suffer in the long run. I am so sorry if this sounds heartless.
