Please help! 36 hour chick in distress.

Chick that hatched out Monday started distress call about an hour ago. I hear ticking when she breathes and when she stands she is standing with head down. When she goes to rest, it is briefly and then she will jump up as if startled. I am afraid she has either swallowed watered or her food wrong. She was drinking well within 12 hours and offered fine crumble yesterday. Is there anything I can do? This is my second hatch.
 
Can you see if her throat/neck is swollen? I got a baby that was acting like it was chocking and it was an air cell on her neck. The air sack looked like a tiny ballon and sort off blocked her throat. I massaged the area and just let it be. She is fine now.
 
video is a little long but, since holding her and rubbing her, she sneezed a few times after I set her down and the ticking sound during respiration's seems to have gone away. However, she is still hesitant to lay down to sleep and when she does, jumps back up only moments later. Of course she jumped up as soon as I shut off camera, but I may have startled her. Also noticed she seems much more fluffed than other chicks. I have 13 total. Temps around enclosure range from 102-90 and the chicks are spread through out where they are comfortable.
 
could not reduce video enough to upload so here is link to video. She (I think) is a Bantum cross born Monday night and was doing fine until today. Since the ones born Monday and Tuesday have started to poop, I have started to put paper towel down over the original towels and pads for the remaining new hatches that finished up today. Could it be possible that she is having a reaction to the paper towel? She also seems to be itching and biting her legs alot now?

Thank you for your response. I'm not sure if it was an air cell or not, but after doing that for her, her distress calls did stop. I am happy to say she seems to be doing well today. With everyone eating and drinking well now, I have them switched over to their shavings bedding, Midgie is still falling asleep standing up with her head down, but when she does go down, she doesn't seem to be popping up startled anymore.
