Please Help! Baby Quail Dying!

Hello everyone, recently I hatched 9 baby quails...but recently they all started dying! I have already lost 7 babies, today I found the 7th one dead, please help, what is wrong? My friend suggested salmonella so I cleaned the cage with vinegar, water and alcohol. I want to eventually introduce them to another quail, but will they infect Edmund? Are there any cures?

Any suggestions would be helpful!

I'm sorry for your losses.

What are you feeding?
How old are they?
What does their poop look like?
Where are you keeping them? Photos of water and feed stations, cages, etc.?

Do you notice any symptoms and how long after you notice symptoms do they die?
 
They are eating ground up quail food, they drink normal water, though sometimes I add electrolytes for chicks, their poop looks normal. I think it may have been from the cold, as I think my brooder hen has ben heating less... I just put another heater in there so they have a heating pad and a brooder hen. These are pics of when they are younger, but right now they are living in the same cage except with aspen shavings (the heating plate takes up half the cage). When some of the chicks died I noticed that they started moving less, they stood fluffed up and often closed their eyes. This is their food that they are eating currently, I also give the boiled peas and broccoli:
