Please Help! Baby Quail Dying!

Throw that plate thing away and get a regular old school clippy lamp with the regular old school light bulb....not a heat bulb. A regular 60 w light bulb produces enough heat to keep them plenty warm.

They are eating ground up quail food, they drink normal water, though sometimes I add electrolytes for chicks, their poop looks normal. I think it may have been from the cold, as I think my brooder hen has ben heating less... I just put another heater in there so they have a heating pad and a brooder hen. These are pics of when they are younger, but right now they are living in the same cage except with aspen shavings (the heating plate takes up half the cage). When some of the chicks died I noticed that they started moving less, they stood fluffed up and often closed their eyes. This is their food that they are eating currently, I also give the boiled peas and broccoli:

I agree, the plate is too high for when they were that young, they need to be able to press their backs against the plate. Even now, it sounds like they still need heat, so try lowering the plate a little or add some extra shavings underneath the plate and they will hollow out little places to snuggle into.

The link you gave for the feed, it is a game bird feed, but it's 20% protein with 3% calcium. Imho, it's too low in protein for quail chicks and has too much calcium as well.

or Purina has a Game bird starter that is 30% and is usually found at stores like TSC.
You don't have your location in your profile, but we may be able to help you find feed.

Feed free choice during waking hours - meaning, make feed and water available while they are awake. If they have light source at night, they'll be carousing around at all hours, so leave food/water for them, don't let them run out of either.

For now, I'd cut out the peas and carrots, get them eating their feed, but do your best to get the starter.

Once your birds have matured, then the other feed you have would be o.k.
 
Birds lose most of their heat thru their feet. The heat plate is a poor choice outside because they ground gets much more cold than room temp indoors where the plates are intended to be used, and their feet are constantly exposed to the cold, running their warm blood thru thin uninsulated tubes (legs) to be chilled by the air and ground.

What is the overnight temp where you live? In one photo they are in a pen on grass, in another they are in a wire cage, I’m guessing you put them in the pen sometimes but they live in the wire cage? Is the cage in an area sheltered from the wind? The heat plate will not warm them properly in an outdoor windy area. If the cage is somewhere in a shed or garage, and you can plug in a lamp, get the clip lamp as suggested, and a red bulb or ceramic bulb, so they aren’t up all night.

Get rid of the plate and heating pad outdoors, they aren’t warm enough. If you can’t get a lamp or plug it in, etc, move them indoors, put the plate at a slant with the highest side set at back height for the chicks, and the short side about a centimeter or so lower.
 
Thank you everyone for replying! The two babies have been doing well outside with my grown quail, I haven't bought a lamp yet for them but the double heaters work for now. I put a rabbit heating pad on the bottom and the brooder plate on top until we get a lamp.
