Please Help! Chick made hole but not progressing.

Have to agree with the others. More time is needed.

But, now that you've chipped off some shell, make sure that membrane is moist with some coconut oil or Vaseline. You don't want it to get dry and stick to the chick.

Also after so much shell removal, you will likely have to continue the assist....when its ready.
 
Once you can no longer see blood in the veins in the membrane the chick will be ready. It's generally around 24 hours from external pip to hatching, but some like to move faster, and some (like my quail) take much longer (I've had them not be ready for 36 hours)!

Yes, just dab a bit of oil on the membrane. Cotton buds/tips (not sure what you guys call them in the US) are good for that job. Just make sure you don't get any on the chicks nostrils.
