A good wound rinse will be easy and help a lot. If she’s really wet you can use a hair dryer on her. I would blow it on the wound but if other parts of her get wet it’s an easy way to dry them. You can follow with neosporin or honey.
Do what you can. Like I said before you’re doing more for her then her owners did.

Ok so clip them but don't go too far down. I can try to see if I can do that. How would I apply that to her?
 
You could easily trim them 1/2 cm from the skin.
Without a syringe you’d need to pour water over it. (I doubt your mom would want you to use her turkey baster :p) Rinse and rinse and rinse the wound. If you can’t make the saline, water will do. Better then nothing.
I’d let it dry a little so the neosporin doesn’t just slide off. You want to keep the wound moist but not goopy. Same with the honey. It can melt a little more then neosporin with body heat.
I’d just blob whatever you are going to use onto the wound. If you want a cotton swab could be used to move it around a bit.
Do what you can with what you have.
