Yes! Twice now we've had to build what I call "Rooster Jail," a separate pen for overly rambunctious roosters. It definitely helps to have someplace safe that you can put the rooster, and give the girls a break.
Regarding the neighbors' dog: nope, wouldn't trust the situation. A lot of dogs know that they have to be good when people are watching, but if no one is around, the dog will do what the dog wants to do.
