Please help! Is this piece of equipment an incubator?

I need help. I bought a tote full of classroom chicken hatching/raising equipment at a teacher's yard sale. I believe this thing has something to do with incubating, perhaps. There is an open area and a light bulb inside and it does seem to reach 100ish degrees in there. Does anyone recognize something like this? Can you tell me how to use it? Do the eggs go in the tube? In a tote with the tube in it? My kids want to try their hand at raising chicks, but I'm not even sure what we have here

I'm not sure what that is, but it's definitely not an incubator. Only thing that comes to mind is possibly someone built it as a high powered candler, but it's really huge for that to be its purpose.
 
Is there a fan?
It may have nothing to do with hatching or brooding or even chickens and just got thrown into the pile.
