Please help my chickens aren't making new feathers

So a couple of months ago last year i saw my rooster having some bold spots, at first i thought it was the layer feed he ate with the hens that caused this but his feathers to this day has never grown back and kept loosing more. Now all my hens have bold spots and eventhough i started giving them broiler starter, hoping it'll help with the feather problem. But it did not work at all and i learnt that the broiler starter could make them more aggressive. So i stopped feeding them the starter mixed with the layer and they finished thier food alot slower, and is now on free feeding (they eat when they want) and i saw them bathing in the dirt so im hoping they will forget about pecking feathers. Can someone please tell me how i can help them grow the feathers back?
 
Have you determined that this feather loss is from the chickens plucking out each other's feathers? Or, as your attempt to adjust their feed, it's a dietary issue?

Feather picking is tough to deal with, but a lot of time, it's due to not enough space and boredom. There is a product sold in the US called Feather Fixer. It's rich in animal protein and can be a boon to feather regrowth.

There is also a third cause of poor feather regrowth. Feather mites. Ivermectin can get rid of them. If you post some photos of your chickens, including closeups, we might be able to tell you which of these three causes is the most likely in your case.
