Please help!

I had a newborn chick that was born that i had to wet the membrane as it was very dry in the beginning of the hatch. Now its been 12 hours and the chick is very weak and cant stand, very floppy and seems extremely tired. Any suggestions on what to do or is this normal for some chicks? How long does it take some chicks to recoop after hatching from the egg?

Did it absorb the yolk properly and is it in a brooder or the incubator?

I left the umbilical cord on and it still has a good amount of the cord on its butt currently. I left it in the incubator thinking it would help keep it warm and help from my other chicks pecking at it.
