No it’s a foot or so lower
that could be part of the problem. maybr everyone wants to be on the high roost which is why it's over crowded and only the lowest in the pecking order end up on the lower roost. and the pecking happens because the high roost is too crowded.

They’ve been split on a high/low roost since day one and this is a new problem since just before Christmas. He’s always been up at the top too
 
Just wondering how dark your coop is at night? My chickens will peck when I go in the coop and turn my headlight on. Otherwise they are pretty quiet at night in the dark.
 
I sprayed a light coating of blu kote (?) all over him to see if that helps
