Please help

My son came home with two quail eggs the other day and one had a hole in the shell, I know quail are not chickens but I have no idea what to do with them I have made an incubator but can't get it warm enough the one with the hole in its shell was moving yesterday but not toda also both eggs weigh 22g if that helps? Not sure what to do to help them. Any advice?
