Kids who abuse animals do not always grow up and become productive members of society...try to avoid him if you can.

I think people have really strayed from the original post. While I don't condone shooting the ducks with a super soaker, that is not at all the same as sadistic cruelty to animals. How about simply putting the ducks away where they are not easily targets, (or somewhere he will get something wet that your parents WILL be upset about)?

Maybe challenge him to a target shooting contest, and paint a target on a sheet and hang it on the fence?

As for the dog, how old is your brother? Talk about how his scaring her will (and has) caused him to be bitten--focus on the danger to him because of how he treats the dog.
 
I'd try to get one of your parent's friends to talk to them, if possible. Parents often don't respect their kids enough to listen to them.
As for your brother, sheesh. I don't know what to say--maybe build a big fence to keep the ducks away form the family?!

Try this: Google "serial killers abusing animals". It will bring up a bunch of articles about the link between abusing animals and becoming a mass murderer. Print out a few good ones and leave them around where your parents can find them, or if you can do it calmly, just hand them to your parent(s) nicely and tell them (try to sound sincere - are you a good actress?) that you are worried about your brother's future. Hopefully it will scare them enough to do something about it. If they try to brush it off and tell you that you are being overdramtic, or something like that, just look them squarely in the eyes and say clamly, but firmly, "Are you REALLY willing to take that chance?" I can almost guarantee they won't know what to say, so after a few seconds, just turn around and walk calmly away and let them stew over it.

Id ask him to stop... If he doesnt Id fill that sucker up, creep into his room about 5am, stand right over him, and let him have it
You may get in trouble but would you like him to keep on?


Every time that he does it repeat the above. Either hell get tired of it or your parents will.
