It sounds like Fowl Cholera to me as well. Remember, when the bird is down it is vulnerable to secondary infections that can cause a variety of symptoms. The symptoms sound like it could be other things to. The fact is, unless it is diagnosed by a professional you don't know. I wouldn't think it would be likely to be something not identified in the States yet. What would the chances of that be? A lot of poultry diseases cause facial swelling and the other symptoms.
If the man is unwilling to identify his problem, what can you do? Nothing. You are responsible for the welfare of your birds though. I would not go near his birds, or allow him near mine. That is a difficult place to be, but so be it. I would tell him frankly and make a stand. You have no control over how he reacts or what his emotions do. If you do it respectfully, it would seam that he would get over it at some point. If he doesn't, you are not the cause and have no concessions to make. You can think a lot of someone and the feelings not be mutual. It happens all the time.
