You're right, those feathers probably won't be showing at this age, but they sometimes can be seen beginning to sprout from the skin. If not now, within the next few weeks.

I'm always unsure about the ages cockerels should be when they begin to crow, show man-feathers, and mate. I'm careful to observe them, their appearance & behavior, when I'm all the way out in the coops & pens. But their ages are recorded on the calendar in the kitchen, and rarely do I remember to check when I get back in the house.

All right, you've given me an idea. I'm going to put a dollar-store pocket calendar in a zip-lock bag with a couple of pencils and hang it on a hook out in the main coop. And hope to remain diligent about recording data about my flock in it, and especially diligent to return it all to its home in the coop, instead of leaving it wherever I last use it. Wish me success in this!
 
I have had roosters that crow at a week, still have some that haven't crowed and they are 6+ months....
