I would make a hole at the big end (opposite of where she is pipped) and start peeling down from the top. At this point, any veins that were going to recede should have done so.

I did what you said and I chipped away but I didn't go near the top and it looks like her head is stuck

Are you seeing any blood? If not, keep going until you get down to the navel area and check to see that her yolk sac is absorbed.

Open the egg up more and let the chick's legs out. Is it still moving? Breathing?

If you have no active veining and no unabsorbed yolk, then yes, it should be safe to finish assisting. You may need to keep the membrane moistened as you remove the shell if it's started to dry.

she is breathing and peeping, she doesn't want to leave the shell.. I opened it up more and every time I check on her she is sleeping
