pls help identify which e- locus allele, and what other color pattern mutations

The actual pullet looks exactly as in her picture below, she has an overcast very light /pale blue gray color. i assume she is silver with Co or Db? Why are her head and upper neck feathers and spots still dark black if she is blue, or splash?, is she charcoal? is she eb partridge? what is causing the black spots?

She has the charcoal melanizer, (causing dark head) blue, and silver.
She seems to be eb with pg but that’s just a guess. I looked up ewh/eb and got nothing.
