Plugged...Something?

One of our chicks (6 weeks old) has something wrong that we are having trouble identifying. When we spotted it we thought it was a case of pasty butt and possibly even a prolapse, but it’s actually above it’s vent. To one side of the tail feather area it’s swollen, and the center has about a dime sized brownish crusty spot.

We soaked it to try and loosen it, and used a cotton swab to try to gently remove it, but it’s pretty well affixed.

Any ideas what this might be or how to treat it?

we really need a photo to be able to help with this @Infinitydreamer . Get someone to hold the bird while you get the best photo you can, close up, plus one with the whole bird for scale, and any others that you think might be useful.
