I believe he's a cockerel. You can trim the tips (back to the quick) of both the upper and lower beaks to facilitate he's eating.

I've had good luck trimming beaks with dog guillotine nail clippers. I've had to do so on a quail with a similar beak and my conure that snapped his beak off. Just make sure you don't hit the quick, and trim back to the point that they can line everything up a bit better and eat easier.
And with the red comb and wings at that age, I'm also thinking rooster.
