You can't get a manaphy from a phione - phione comes from breeding a manaphy and as far as I know the only way to get manaphy is to hatch the egg from Pokemon Ranger.

Weird i thought Manaphy came from Phione...... I did leave pokemon for a year or two so i am a little rusty....
