Polish Chick losing feathers on head?

This is my first time raising chicks! I have a polish chick 4 weeks this Sunday that has a bald spot on its head and is a red. Is it just new feathers coming in? I have attached a picture.

Have you spent time observing your chicks to see if there is any picking going on? I ask as those birds with feathered feet, heads, etc are frequently targets of extra "attention" from their flock mates.

Yes, there is one stinker in the bunch, oddly smaller than the rest, likes to peck. I did witness one pecking on her head and she just sat there! You'd think it would hurt and she would run/move!
