Polish Chicken: Drooping head feathers

Hey everyone, my friend has a Polish chicken with drooping head feathers. I don’t know anything about this problem, so I am hoping someone on here can help. (See picture)

Is he wet? Male polish have dropping head feathers, only the females have round poofs.

Looks like something is encrusted into the feathers.
Can you take a closer look to see if it's lice nits, dirt/debris?
