This is supposedly an 8 month old Polish hen. Her head feathers have been severely plucked. Do you think it's a hen or roo?

Thank you all! She hasn't laid yet, so I was starting to doubt. She is very sweet though. She's more of a pet, but I was looking forward to eggs for my little granddaughter.
