Polish Roo or Pullet

Is it possible for anyone to tell if this is a little roo or pullet? They are 4 weeks old, and this one acts like a scaredy cat. The other pullets are friendly but this one is a spaz.

Here is a picture at one day old..its the blue one in the back..

HERE IT IS AT 4 WEEKS.
