Polish rooster croup

Long story on this rooster was rescued treating for lice I have that covered.
Why no matter what I feed him do I not feel his croup? Very frustrating.

The crop is located in the upper right chest, but may be lower in mature birds. Try feeling crops in your other chickens. Just run you hand over that general area. Crops should be empty and hard to access in early morning, but by late evening, they should be fairly full with food and water.
