Polish rooster getting feather picked

I have a tolbunt polish rooster with 12 hens (6 mille fluer, 2 easter eggers, 1 tolbunt polish, and 3 splash polish) they were all bought at the same time and have the same hatch date. Originally there was 5 roosters but as their personalities became more evident i decided to keep this one cause he was so calm and laid back. So laid back in fact that he aloud one or more ( i have never caught them doing it so i dont know who the culprit is) to "cut his hair". All of his crest feathers were clipped to about half the length they were originally. Looked like the hens gave him a medium length business haircut. Then over 3 or 4 weeks they have clipped his hair shorter and shorter. Now all of the white feathers have been plucked out of his head which has left a dime sized bald spot. What can i do to stop this besides completely separating him? Pics are from before the white feathers were all plucked out

You could put pinless peepers on the aggressive hens.They’re little devices that keep the hens from seeing in front of them.Then they wouldn’t be able to see the rooster and peck him.

They free range all day. Will the peepers affect their ability to forage?
