Polish. Rooster or hen?

I’ve been told rooster by several folks and hen by others. Phil/Phyllis is a 6 months old Polish. No eggs yet. Phil also gets froggy and will kick at me sometimes. I’ve read you can tell by their hair do but I’m just not sure.

Pullet!! Also, Polishes are not really great on egg laying in general.
 
Need more pics in better light of its legs, back, tail tail and neck, and if you can hold back the crest to show its comb. I'm undecided so far and I keep a lot of polish.

Also, egg laying: they are fabulous regular layers!!!

She should lay soon or maybe she already started laying somewhere secret ;)

I had one polish hen that would go up front and get on a hay bale to lay. But we free range lol
Same. I had an EE that took the longest time to decide where to lay. She has tried 2 of our nesting box sites, goat feeders, the ground, and underneath random porches and things. She has finally settled...but she was one picky teenager.
