Possible Congested Nose

I just got a few ducklings a few weeks ago from tractor supply and have been keeping them in a large tub in the house (not bathtub). I was about to hit the hay and checked in on them before I went to bed, and realized that one of them was panting. I turned the heat lamp off and waited for about an hour, and he was still panting. The inside of the tub was a cool temperature so I knew it wasn't because he was hot, possibly something else. I read up on it and read that it might be caused by a congested nose. I listened in on him for a bit and I could hear them breathing, so I believe it might be that. I gave them fresh new wood shavings (the others were a bit soaked) and new water. How can I help unclog its nose or prevent this from happening?
 
Sorry, no one replied, how is your bird doing? Ducks should have deep water to clean their nares out with at all times.
